This was the passout car from the 2014 Chicago Nationals.
The 1:64 scale Buick Grand National diecast was created from the blue Kmart Hot Wheels car, with custom wheels and real riders. All inside a specially made card packaging for the event.
Only 40 cars were created (shown is #23).
