it’s live with ignition on, manually controlled switch for cruise control actions
LOCATION IN VEHICLE:
left side of steering wheel, on the (multi-purpose) turn signal stalk

SWITCH / BASE COLOR:
The buttons for operating cruise control:
1/2 Chrome (inner section) 1/2 black (outer section).
has 1 black wire coming out (for cruise)
The actual switch is on the bottom section of the steering column, where the black wire from the lever connects to

green (“B”), goes to (junction) gray wire goes to brake switch (“B”) as well as cruise control module (“A” cruise on input electronics power)
red (“D”), goes to (junction) dark blue wire goes to cruise control module (“L” set/coast input)
yellow (“C”), goes to (junction) gray-black wire goes to cruise control module (“M” resume/accel input)

OTHER NOTES:
Most OEM Turbo Buicks have turn signal combination lever for delay wipers, cruise.
Note, you have to actually press the “set” button for the dash light to come on (otherwise it does not, even if c.c. is “on”).
The connector attached to the end of the wire (from the stalk) is called “C235.” It is a flat blade type connector mounted on a flat phone cord style wiring, which makes it easier to be able to fish down the steering column.
The cruise control system uses the speedometers VSS buffer system for info by the cruise controller.
